Building a Village – Varca

With everyone trying to understand and get into active politics. Im trying to figure out what i should be doing in the near future. One of the plans i keep getting into is getting into Village Politics, i.e. the local panchayat. Though i have a feeling, i may not be voted for, since i wouldnt be favoring anyone and im not into investing into my political career through illegal ways.  i have decided to make a checklist to remind me (if i would ever get into village/grassroot politics).

  1. Focus on Primary needs , i.e Healthcare, My goal would be ensure that the village has access to affordable, immediate and efficient health care system. Building hospitals or clinics may be a quick fix solution, but the healthcare industry in India is very expensive. I will need to see what schemes, fundings and CSR resources i can pool in from all sources govt and private to make this happen. One way is through regular and confirmed medical camps. It is said always, that prevention is better than cure. So if atleast 80% of the population is health and regularly checked, the rest will be taken care through EMS and others.  Paramedics Training every 3rd house, plus investment in EMS Resources keeping the panchayat as a hub.
  2. Focus on abundance & affordability of Food. With the abundance of land around and if land owners are willing to invest into crop cultivation. the Town should be a pioneer in Farming and Agricultural reforms, providing food sources, Jobs, modernized farming methods with advancements in Rainwater Harvest, drip irrigation and others. Usage of IoT devices for monitoring while at the same focusing on heritage methods of our past.
  3. Focus on Infrastructure : Goa is knowing for digging up the roads ALLLLLLLLLLLLL the time. One of the biggest core infrastructures of all time, should be restructuring Underground pipes. 4 Major Pipelines … 1 For Internet and Telephony, 1 for Electricity, 1 for Water and 1 for Sewage. By proper planning and Access Nodes acrosss the village, constant digging will be a thing of the past. Underground submersion of infrastructure will also ensure it is safe from damage, accidental cuts and other issues. Thus bringing more stability to the village. Infrastructure should also focus on Mobile Communication coverage for all ISP providers.
  4. Building up a Governance Model : The Panchayat Act pushes for Governance in all domains, for social-judicial to daily routines of paperwork and more. The Current model is bureaucratic, focuses on favourism and delay tactics.  Though IT Automation, will resolve alot of submission, approval and workflow work. Alot of effort needs to go into training, education and making people aware of their rights and capabilities. Teaching the young in the schools of varca or via the church, will ensure we have the next generation leadership and Civic Minded citizens of the village.  Processes should be simplified and well defined. A simple way is to make booklets, distributable PDFs, mentioning everystep that is there to get any and every work done. The more we invest into a better Governance model, the better the village will grow. Single Window of acceptance and clearances will also help.
  5. Economic Standing of the Village: One of the roles of the panchayat is to see that the citizens/residents of the villages grows on their standards of living. Whether by encouraging them to avail govt schemes, or improving their current or new business opportunities. But one of the key forgotten issues of Varca, is “how to bring business to Varca for our homegrown entreprenuers”. Varca being a tourist place. It highly depends in a big chunk of tourists coming and availing the services of the village.  We need to create Markeing committees that will promote the village to attract consumers that will invest or buy the offerings from the people of Varca. This increasing their standard of living with more cash going into their accounts. Focus also on Jobs so that the Unemployment ratio of the village is kept to the minimum as compared to the last 25 years. Focus of Popup marts, village and community markets, to encourage Homebased owners.  Active marketing of our village on all social media platforms. Official tieups with travel planners, social media influencers and other organizations.
  6. Security and Safety : Ensure that varca has a dedicated police post for 24×7 monitoring, Patrolling plans on all roads of Varca, Self defense training for the youth, women and elders, certifying that all Govt buildings, community places, schools and others have CCTV and other security functionalities. Digital Boards acrosss the village, sharing key policing information. Policing appointed* volunteers on incentive based methods to reduce the load on the main police force. (* needs review).
  7. Environmental : Massive focus on environmental issues, Sand Erosion, Cleanliness of our beaches , water ways, Pollution and sewage check. Major focus on increasing Tree cover by 5% every year, unused bandhs should be used for coconut trees and other fruit bearing trees. Sea weed and other cultivation methodologies at varca back waters

I think this will be alot to do in 5 years. But i seriously DO NOT want to sit for more than 5 years. Can all of this be done? in just 5 years? Will i be able to pull it off?
